(IsraelNN.com) A human rights organization is to file a petition in the High Court Sunday claiming that the IDF has purposely ignored an order issued earlier this year that a three-foot high guardrail be dismantled on the main highway linking communities in the southern Hevron Hills.
The concrete guardrail was installed in order to prevent shepherds and terrorists from having free access to the highway. The petition claims that a Defense Ministry letter suggested leaving the barrier in place except for openings about every 700 feet.
Frequent herding of sheep across the highway has presented a danger to motorists and also allowed would-be terrorists to travel across fields without surveillance. However, the court earlier this year ruled that the barrier is an infringement on human rights.
